Mobile Driving Licenses (mDLs) are digital versions of traditional physical driving licenses, held on a mobile device. mDLs are not a futuristic dream or a backlog item on your tech stack. mDLs offer a more secure and fraud-resistant alternative to physical cards. Using advanced encryption and security controls such as biometric verification and anti-cloning, mDLs enable high Levels of Assurance (LOA) and Strong Customer Authentication (SCA).
mDLs are easily accessed from a mobile device and support privacy preserving features such as selective disclosure. This increases confidence by allowing users to easily control what data they share and with whom.
mDLs unlock new and flexible digital interactions as they support both in-person (ISO/IEC 18013-5) and online (ISO/IEC TS 18013-7) interoperable presentation and verification.

Users enrol by completing identification and authentication with an existing service provider (for example, Ministry of Transportation) and are then issued an mDL directly into a digital wallet on their mobile device.
Users scan an existing physical drivers’ license to trigger an authentication process leading to the issuance of an mDL into a digital wallet on their mobile device.
Issuing authorities can update drivers’ license records, and these changes are reflected in real time in the mDL. This can include changing driving entitlements, revoking a license or updating the driver’s personal information.
Users can present their mDLs online to enable high-assurance remote digital experiences, such as purchasing age-restricted items online. mDL’s privacy preserving features ensure only required data is provided, minimising the risk for unnecessary information sharing and exploitation.
Users can present their mDL in-person for verification via contactless proximity-based technologies such as Bluetooth Low Energy (BLE). Presentation experiences support selective disclosure and enable a variety of use cases such as proving driving entitlements, age or physical address, to name a few.
